Now people will not have to run the block office to make birth and death certificates. The government has made arrangements to issue it at the panchayat level by implementing “Bihar Birth and Death Registration Rules, 2025”. This step is not only relieving the rural people, but will also reduce the administrative burden.
Panchayat Secretary will become Registrar
Under the new system, only the Panchayat Secretary has been given the responsibility of the Registrar in each Panchayat Bhavan. Now any person will be able to get a certificate of birth or death by going to the panchayat building located in his village. Earlier this work was done by the statistical officer located in the block office, which caused considerable consumption of both time and energy to get the certificate.
Delay fee increased
However, delay fee has also been increased with this new system. Now if someone does birth or death registration within 21 days, he will not have to pay any fee. But if the application is made within 22 to 30 days, then a delay fee of ₹ 20 will have to be paid. Applying within 31 days to 1 year will cost a fee of ₹ 50. The permission of SDO will also be mandatory with ₹ 100 fee at a delay of more than 1 year.
Mukhiya Sangh demand and government initiative
This decision is taken after the pressure and suggestion of the Mukhiya Sangh. For some time, panchayat representatives were demanding that certificates be issued at the local level so that the rural people could be saved from unnecessary problems. The government gave priority to the public interest and accepted this suggestion and issued a notification and updated the rules.
