Prime Minister Mark Carney announced on Friday that Canada will hire 1,000 new border officers and roll out a series of steps to boost national border security as part of Budget 2025.
The new Canada Border Services Agency (CBSA) recruits will focus on stopping stolen goods, illegal firearms, and drugs from entering the country. They will also help enforce import rules and investigate unfair trade practices, according to a statement from the Prime Minister’s Office.
To attract more applicants, the government will raise the weekly training stipend for CBSA recruits from $125 to $525, the first increase in two decades. The goal is to make the job more appealing and help retain skilled officers.
Carney also announced changes to the Public Service Superannuation Act. The amendment will allow CBSA officers and other frontline first responders to retire after 25 years of service, regardless of their age, without facing pension cuts. He said this update acknowledges the demanding and high-risk nature of their work.
“The world is becoming more dangerous and divided, and Canadians must look after their own safety,” Carney said. “That’s why our government is focused on protecting our border, our country, and our way of life.”
Finance Minister François-Philippe Champagne added that more border officers will help stop illegal guns and drugs from entering Canada while also protecting local industries and jobs through stronger import enforcement.
The announcement builds on the government’s recent efforts to tighten public safety, including the hiring of 1,000 new Royal Canadian Mounted Police officers and tougher bail and sentencing laws for violent offenders.
It also follows the introduction of Bill C-12, the Strengthening Canada’s Immigration System and Borders Act, which was tabled on October 8 to improve both immigration and border security.
The full details of Budget 2025 will be presented in the House of Commons on November 4, 2025.
