Municipal Corporation of Delhi (MCD) has presented a total budget of Rs 16,530 crore for the upcoming financial year 2026- 27. The biggest relief of the budget is that no new tax has been imposed on the people of the capital. Presenting the budget, Commissioner Ashwani Kumar said that the priority of the corporation is to strengthen civic amenities, increase transparency and improve ‘ease of doing business’. This time in the budget, special focus has been laid on key areas like cleanliness, education and health. Now this budget will be presented and discussed in the Standing Committee of the Corporation, in the House and in the committees of the Corporation. After this, the budget will be finalized keeping in mind everyone’s suggestions.



According to the budget data, the total income of the MCD in the Revised Budget Estimate (RBE) 2025-26 is estimated to be Rs 15,679.72 crore and total expenditure to be Rs 16,296.19 crore. Whereas for the financial year 2026-27, income is expected to reach Rs 15,664.07 crore and expenditure is expected to reach Rs 16,530.50 crore. The most important thing about the budget is that neither any new tax has been imposed nor the existing tax has been increased. The entire emphasis of the corporation is on increasing tax collection through the use of better systems and technology. In this context, MCD’s SUNIYO property tax scheme has so far achieved additional recovery of Rs 600 crore, which has played an important role in strengthening the revenue of the corporation.


In which sector the amount increased, in which it decreased?


A budget of Rs 17,002.66 crore was presented in the last financial year 2025-26. This year, MCD has reduced the sanitation item by Rs 111.83 crore, while the budget of the Education Department has been significantly increased by Rs 826.61 crore. Apart from this, a provision has been made for an increase of Rs 72.09 crore in the budget of the Public Health Department and an increase of Rs 22.63 crore in the budget of the Veterinary Department.



How much budget for which works?


In the last financial year 2025-26, the Corporation had made different provisions for different departments in the total budget. Of these, a budget of Rs 4,907.11 crore was set for cleanliness, Rs 3,524.29 crore for general administration, Rs 2,894.60 crore for Public Works Department, Rs 1,833.51 crore for public health, Rs 1,693.73 crore for education sector, Rs 108.43 crore for veterinary services and Rs 393.26 crore for horticulture department. Was.


20 multi level parking will be built


Corporation Commissioner Ashwani Kumar told in the press conference that after the meeting with the Chief Minister, MCD has identified places for making multi-level car parking at 20 places in the city. The corporation will construct modern multi-level parking facilities at all these locations, which is expected to reduce the parking problem to a great extent.



Health business license will be adjusted in property tax


After the factory license and general trade license, now the corporation is preparing to adjust the health trade license issued to restaurants and other eating establishments in the property tax. In this regard, the Commissioner said that the Corporation is working on bringing the health trade license under the ambit of property tax, so that the licensing process can be made simpler and more transparent.


User charge fee will be prepared in a new way


The Commissioner indicated that the proposal to levy a user charge for garbage collection along with property tax would be reworked. Many municipal corporations across the country already charge user charges. It is noteworthy that in April this year, the corporation administration had decided to impose user charge for garbage collection, but this decision was withdrawn after BJP returned to power in the corporation.


Liabilities of more than Rs 15 thousand crores


The Corporation Commissioner said that MCD currently has a liability of Rs 15,751 crore. Apart from this, approximately Rs 7,000 crore is outstanding as arrears of employees. Besides, payments of many contractors are also pending.



Emphasis will be on increasing revenue


The Commissioner said that the Corporation will focus on strengthening its revenue base. For this, steps will be taken towards increasing income from other sources including property tax.


Complaint of Standing Committee Chairman


Standing Committee Chairperson Satya Sharma, raising questions on the corporation administration and officials after the end of the budget session, said in the presence of the Corporation Commissioner that many proposals are presented directly in the House, which should have been placed before the Standing Committee. He stressed that such proposals should first be discussed in the Standing Committee.

When Corporation Commissioner Ashwani Kumar was questioned on this issue during the press conference, he responded to the allegations raised by the Standing Committee Chairman and said that the rules of the corporation are clear. Any project costing more than Rs 5 crore is placed before the Standing Committee, while projects costing less than Rs 5 crore are brought directly to the House. He said that this provision is also prescribed in the Corporation Act.



Big share to cleanliness, education and health


This time also MCD has kept cleanliness and environment management as its top priority. 29 percent of the total budget, i.e. around Rs 4,795 crore, will be spent only on cleanliness and waste management. 15 percent budget allocation has been given to the education sector and 12 percent to the health department. New disposal centers will be developed to strengthen the garbage disposal system in the city. At the same time, with the aim of improving pollution and dust control, there is a plan to purchase 60 mechanical road sweepers and 60 battery operated litter pickers.


Speed ​​up road repairs


The Commissioner said that due to the funds received from Delhi Government, road construction and repair works have increased. So far, repair of about 250 kilometers of roads has been completed, while the target is to expand it to 600 kilometers by March. According to him, this work will provide significant relief to the common people in their daily commute.


Big change in licensing system


MCD has taken a big and historic step for businessmen. Now the process of factory license and general trade license has been completely linked to the property tax system. Under this new system, there will be no need to upload documents nor to visit corporation offices. The license will be automatically downloaded as soon as the property tax is deposited. Preparations are underway to soon link the health trade license to this system.


Along with this, it has been proposed to develop 20 new multi-level parking in the city to reduce the problem of parking in congested market areas. Despite financial challenges, MCD is releasing salaries and pensions of employees on time, while outstanding liabilities are also being paid in a phased manner, so that there is no impact on services. Commissioner Ashwani Kumar said that the corporation is fully committed to providing better facilities to the citizens while maintaining financial discipline.
