Chhattisgarh News: Chhattisgarh government has released new guideline rates of land for the year 2025-26. These rates, approved by the Central Evaluation Board on the instructions of the Inspector General of Registration and Superintendent of Stamps, have become effective in the entire state from November 20, 2025. This revision, done at an interval of six years after the year 2019-20, has brought comprehensive and people-friendly reforms for both rural and urban areas. The main objective of the new guideline rates is to reflect the actual market value of land in rural and urban areas and to remove the discrepancies in rates that have been going on for years. In rural areas, an average increase of 109 percent has been recorded on the main road and an average increase of 105 percent inside the main road. This increase is not a sudden increase, but is the result of scientific rationalization of rates between different villages.
Many such villages have come to light in Balrampur district where the pre-guideline rates were much lower than the actual market price. For example, in the year 2019-20, the main road rate of village Tambeshwarnagar was Rs 6,28,677 per hectare, while the rate of nearby village Araagahi was Rs 34,27,200 per hectare. Both the villages are located near NH-343. After rationalization of rates, the main road rate of Tambeshwarnagar was fixed at Rs 51,52,000 per hectare, registering an increase of 719 per cent. Similarly, in many other villages also an increase of more than 300 percent in rates has been recorded. In village Lurghutta, an increase of 711 percent has been recorded on the main road and 413 percent on the inside. Similarly, in village Nawadih there has been an increase of 568 percent on the main road and 326 percent inside. Both the villages are adjacent to NH-343 and being located near tourist and business areas like Tatapani, re-evaluation of rates was necessary in view of the investment possibilities.
In village Bhawanipur also there has been an increase of 554 percent on the main road and 411 percent inside. This village falls in the investment area and its market price in the year 2019-20 was much lower than the nearby village Nawadih Khurd. This growth has come naturally after rationalization of both the villages. Similarly, Ramchandrapur, which is the development block headquarters and passes through the state highway, has also seen an increase of up to 300 percent in market prices on the main road. Here the survey rate was also Rs 42,45,000 per hectare, so price revision was necessary. There has been a comprehensive revision of the guideline rates in urban areas also this year. An average increase of 20 percent has been made in the main roads and interior areas in all the urban bodies of Balrampur district. Most of the wards in Balrampur Nagar are adjacent to NH-343. In the year 2019-20, a large difference in market price was found on the same route in several wards, which was clearly anomalous. To remove this discrepancy, ward-wise guideline rates were re-determined by the Municipality and the concerned Halka Patwaris on the basis of new delimitation.
For example, in Ward 01 (Ravindra Pratap Singh Ward) the rate per square meter was Rs 5740, whereas in Ward 03 located on the same main road, the rate was only Rs 1830 per square meter. In the new guideline, these errors have been completely removed and the rates of both the wards have been made in accordance with the actual market situation. Keeping in view the increasing population, increasing demand for residential plots, expansion of commercial activities and rapidly increasing impact of urbanization in the last five years, a need was felt for revision of rates in the urban areas of Balrampur district. For this, ward-wise new sections were prepared on the basis of municipal employees, Patwaris and Google Map. There has been a significant increase in residential and commercial activities in urban areas. Especially in Balrampur Nagar, due to increasing population, new business establishments and expansion of industrial areas, there has been a natural increase in the market price, which is now clearly reflected in the guideline rates. Experts believe that the new guideline rates will make the land market of Chhattisgarh more transparent, equitable and investment-friendly. With this, farmers in rural areas will get fair compensation at the time of land acquisition, while systematic development in urban areas will gain momentum. This scientific rationalization of land value will provide a strong foundation to the overall economic development of the state.
