Goa electoral rolls: Over 1 lakh names may be deleted

Goa's Chief Electoral Officer (CEO) Sanjay Goel has announced that over one lakh voters could be removed from the state's electoral rolls.


The decision comes after the Special Intensive Revision (SIR) enumeration phase, which ended on December 11.


The voters in question have been provisionally classified as ASDD: Absent, Shifted, Dead, and Duplicate.

Goel said that during the enumeration process, 1,084,956 forms were collected and digitized.


This accounts for 91.55% of Goa's total registered voters of 11,85,034.


The remaining voters, 100,078 or 8.45%, were marked as uncollectible cases by Booth Level Officers (BLOs) after following due procedures, including a minimum of three visits at the site for field verification.

Among the ASDD cases, 25,574 (2.16%) are deceased voters, 29,750 (2.51%) are untraceable or absent voters, and 40,473 (3.42%) have permanently shifted their residence.


Additionally, 2,008 (0.17%) voters were found to be duplicate entries, while 2,273 (0.19%) fall under other categories, such as unsigned forms or refusal to submit forms.




Draft roll publication and claims process

The Draft Roll will be published on December 16, along with the final ASDD list.


It will be accessible at polling booths, Electoral Registration Officer (ERO)/Assistant Electoral Registration Officer (AERO) offices, and on the websites of District Election Officers (DEO) and CEOs.


Voters can file claims or objections to this draft roll from December 16 to January 15, 2026.




EROs assess unmapped electors and foreign passport holders

Goel also revealed that 182,855 cases (15.43%) involve present electors who haven't been mapped with the last SIR conducted in 2002.


EROs are currently assessing these cases and will issue notices to unmapped electors from December 16 onwards for personal hearings if necessary.


The final electoral roll will be published on February 14, 2026.
