Chief Minister Yogi Adityanathb: Road safety has emerged as a major public priority in Uttar Pradesh, with the state government adopting a people-centric approach to reduce road accidents and fatalities. Under the leadership of Chief Minister Yogi Adityanath, road safety is no longer treated as only an administrative responsibility, but as a collective social mission. By actively involving youth and common citizens, the government aims to ensure timely help to accident victims and promote long-term behavioural change related to traffic discipline. Two flagship initiatives, Sadak Suraksha Mitra and Rahveer, have become the backbone of this movement, transforming ordinary people into first responders and lifesavers.
The core vision behind these initiatives is to create a culture where citizens feel responsible for each other’s safety on the road. Many accident-related deaths occur not because of the severity of injuries, but due to the absence of immediate medical assistance. By empowering citizens with basic training, awareness, and motivation, the government is bridging the critical gap between accidents and emergency care. This community-driven model ensures that help reaches victims quickly, especially during the most crucial moments after an accident.
The Sadak Suraksha Mitra initiative focuses on mobilising young people as road safety ambassadors. Implemented across 28 districts of Uttar Pradesh, the programme aims to educate youth about traffic rules, safe driving practices, and emergency response techniques. These volunteers act as local influencers who spread awareness within their communities and encourage responsible behaviour on roads.
Under this programme, volunteers receive structured training in basic road safety norms and accident management. They are taught how to respond calmly during emergencies, guide traffic when required, and assist victims until professional help arrives. The initiative began with an inaugural training camp in Noida, after which registrations were opened through the My Bharat portal. So far, 423 youth volunteers have officially joined the network, actively participating in awareness drives at the district and regional levels.
To ensure effective implementation, the government has approved a total budget of Rs 14 lakh for the Sadak Suraksha Mitra programme. Each participating district receives Rs 50,000 to organise awareness campaigns, workshops, and community outreach activities. This financial support enables local administrations to conduct sustained programmes rather than one-time events, ensuring deeper social impact and continuity.
Complementing the volunteer-based approach, the Rahveer scheme directly addresses the hesitation many bystanders feel while helping accident victims. Fear of legal complications often discourages people from stepping forward. The Rahveer scheme removes this barrier by recognising and rewarding those who take prompt action during the golden hour, the first hour after an accident when medical attention can save lives.
Under the scheme, any citizen who safely transports an accident victim to a hospital within the critical timeframe is awarded a cash incentive of Rs 25,000. This reward not only compensates for effort but also publicly acknowledges the individual’s courage and humanity. By linking social responsibility with recognition, the scheme sends a strong message that helping others is both valued and protected.
The success of the Rahveer scheme is already visible on the ground. Five citizens from Basti, Kaushambi, Sitapur, Aligarh, and Kasganj have been officially honoured for saving lives by acting swiftly during road accidents. Their stories serve as inspiration for others, proving that timely intervention by ordinary people can make an extraordinary difference.
To maintain transparency and efficiency, the Assistant Regional Transport Officer in each district has been appointed as the nodal officer for the Rahveer scheme. This ensures quick verification of cases and timely disbursement of rewards, building trust among citizens and encouraging wider participation.
Together, Sadak Suraksha Mitra and Rahveer represent a balanced strategy that combines education, motivation, and reward. By turning road safety into a mass movement, Uttar Pradesh is setting an example of how governance and community participation can work together to save lives. The long-term goal is not only fewer accidents, but safer roads shaped by awareness, empathy, and shared responsibility.
