Ranchi: Governor Santosh Kumar Gangwar on Tuesday gave his assent to the ‘Jharkhand Coaching Centers (Control and Regulation) Bill, 2025’ passed by the Jharkhand Assembly. The objective of this bill is to control and regulate coaching centers in the state.


During the public hearing of Hazaribagh’s Gondulpara mining project, ruckus, chairs were thrown and sticks were used fiercely.

This Bill provides for registration, control, regulation and determination of minimum standards of coaching centers in the state. Under this, arrangements have been made to protect the interests of the students and ensure the safety of the students enrolled in coaching centres.

Transparency will have to be brought in fees, infrastructure and functioning


The bill seeks to regulate coaching institutes with more than 50 students in the state, with the aim of bringing transparency in fees, infrastructure and functioning. Under this, there are strict rules like bank guarantee of Rs 5 lakh, separate registration, and appointment of a psychiatrist in centers with more than 1000 students, and there is a provision for fine and blacklisting for violation.

Parental permission must be obtained before enrollment of students below 16 years of age in coaching institutes. Every center will have to provide detailed information about prescribed fees, courses, tutors, infrastructure etc. to the Regulatory Committee and its web portal regularly.
