Dr. B. Rajender, Additional Chief Secretary, General Administration Department, Bihar, while addressing the press conference organized at Information and Public Relations Department’s Dialogue Room (Samvad), Soochana Bhawan today, gave detailed information to the media about the major administrative reforms and achievements made by the department. Dr.B. Rajender informed that General Administration Department, Bihar and Bipard have received the certification of ISO 9001:2015 international quality standard. This certification was formally granted to the department on 21 January 2026 for a period of three years, which is a proof of quality, transparency and standardization in the departmental functioning.


Applications have been successfully processed


He said that under the Bihar Right to Public Services Act, 2011, 153 types of services of 14 departments of the state are being provided to the citizens. These include major services like caste, income, residential certificate, creation of new ration card, labor accident grant, driver license issue, Kanya Utthan Yojana, social security pension etc. So far, more than 51.13 crore applications have been successfully processed in the state.


There is no need to go to the district headquarters


Dr. B. Rajender informed that from July 2025, more than 64 services are being provided at the village level through public service centers established in Panchayat Government buildings/Panchayat buildings. With this, citizens no longer need to go to block, sub-division or district headquarters. Throwing light on the grievance redressal system under the Bihar Public Grievance Redressal Rights Act, 2015, he said that timely and transparent grievance redressal has been ensured in 514 services and schemes of 45 departments. Since January 22, 2016, more than 18.57 lakh complaints and grievances have been resolved.


14,569 complaints have been resolved


Information about Bihar Government Servant Grievance Redressal System was also given in the press conference. Dr. B. Rajender said that under this system, an effective online system is in operation to resolve complaints to length of service, retirement and service benefits. Since June 3, 2019, 14,569 complaints have been resolved. He informed that the Chief Minister Fellowship Scheme has been approved under Notification No. 17373, dated 15.09.2025. Under this scheme, 121 subject experts (fellows) will be selected and they will be provided the opportunity to work in major offices of the state government. For this, an MoU has been signed between Bihar Administrative Reforms Mission Society and IIM Bodh Gaya.


9,84,141 persons were provided employment


Dr. B. Rajender said that a total of 9,84,141 persons have been provided employment in the government sector from April 1, 2020 to February 6, 2026. This includes 7,95,832 regularly appointed personnel, 1,17,784 contractual personnel and 70,525 externally employed personnel. In the year 2025-26, 1,50,561 posts have been requisitioned for jobs and employment to various commissions and councils, on which further action for appointment is being taken.


Giving information on Human Resource Management System (HRMS), he said that under this, complete digitalization of human resource administration has been done. Till now, the work of digitization of 2.72 lakh service records, scanning of more than 1.23 crore pages and service and salary management of about 8 lakh employees of 48 departments is being completed. He said that the details of movable, immovable assets and liabilities of all Group ‘A’, ‘B’ and ‘C’ officers and employees of the state government are being uploaded regularly on the respective website, thereby ensuring transparency.


More than 12.35 lakh citizens lodged complaints


Giving information about helpline services, Dr. B. Rajender said that till now information has been provided to more than 7.92 lakh citizens through “Jigyasa” central helpline (toll free number 14403) started in the year 2010. At the same time, more than 12.35 lakh citizens have lodged complaints or received necessary information through the Samadhan Call Center (toll free number 1800-345-6284) started in the year 2016 under the Bihar Public Grievance Redressal Act.


In the press conference, he also informed about other important administrative decisions. These include changing the name of Gaya city to “Gaya Ji”, Master Circular of Bihar Government Servant Probation Period Rules, 2024, determination of Standard Operating Procedure (SOP) to streamline the work of the departments and officers of the Secretariat, circular to acknowledgment of letters received in government offices and preparing master circular and ready reckoner of all branches of the General Administration Department and uploading it on the departmental website.
