Yogi Adityanath on Monday asserted that Uttar Pradesh has witnessed a dramatic transformation since 2017, moving away from what he described as an era of crime and disorder to one driven by “technology, trust and transformation.”
Replying to the debate on the Governor’s Address in the Legislative Council, the Chief Minister criticized the opposition for its conduct during the Governor’s speech, accusing it of disregarding constitutional traditions. Such actions, he said, undermine democratic institutions.
From ‘Fear Zone’ to ‘Faith Zone’ CM Yogi claimed that the days of frequent curfews and riots — once associated with the state — have now been replaced by governance rooted in the “rule of law.” “Uttar Pradesh has moved from being a ‘fear zone’ to a ‘faith zone’,” he said.
He cited the participation of over 40 lakh devotees in the Triveni bath on Mahashivratri as evidence of improved law and order. The Chief Minister also highlighted the recruitment of more than 44,000 women personnel into the police force and the establishment of modern training centres and barracks to strengthen security infrastructure.
Economic Growth and Revenue Gains Adityanath said the state, once labelled as “BIMARU,” now contributes 9.5% to the national GDP, with per capita income having tripled over the past several years.
He maintained that no new taxes have been introduced in the last eight-and-a-half years, tax evasion has been curbed, and Uttar Pradesh has become revenue-surplus. Security, convenience, and clear policy direction — the pillars of what he termed the “double engine government” — have helped create a favourable investment climate.
Industrial and MSME Expansion The Chief Minister noted that the number of factories in the state has risen from 14,000 before 2017 to more than 31,000. Under the One District One Product (ODOP) scheme, local artisans and producers have gained improved market access.
He added that 96 lakh MSME units are operating in the state, generating employment opportunities for youth. In a political swipe, he remarked that governments that fail to respect artisans face electoral consequences, referencing the Samajwadi Party.
Agriculture and Welfare Initiatives According to CM Yogi, Uttar Pradesh previously lacked a cohesive agricultural policy, but reforms have since reduced input costs and boosted output. Farmers are receiving direct benefit transfers, and more than Rs 95,000 crore has been disbursed in the state under the Pradhan Mantri Kisan Samman Nidhi.
Sugarcane farmers, he said, have been paid Rs 3.06 lakh crore, and 7,727 cow shelters are currently operational across the state.
Healthcare and Forensic Advancements Highlighting progress in healthcare, the Chief Minister referred to the One District, One Medical College initiative and the expansion of medical infrastructure. He also noted improvements in forensic science facilities, with the number of labs increasing from two earlier to 12 A-grade labs, and six more under construction.
Stand on Nationalism Reiterating his government’s position on nationalism, Adityanath said respect for the national anthem and national song is mandatory. He added that opposition to “Vande Mataram” would not be tolerated.
