The Air Accidents Investigation Bureau (AAIB) today submitted its preliminary report into the January 28 plane crash in Baramati in which five people, including Maharashtra Deputy Chief Minister Ajit Pawar, were killed. This report is based on preliminary facts and evidence, which are provisional and subject to further change.
The purpose of the investigation under ICAO standards and Indian rules is only to prevent future accidents, and not to hold anyone responsible. Both the pilots were familiar with Baramati airfield and had extensive experience on VIP flights and uncontrolled airstrips.
It is clear from the report that the pre-flight breath analyzer test conducted by the paramedic on the plane came back negative, which was confirmed by the video and slip. But on the day of the accident, visibility was only 3,000 metres, less than the 5,000 meters required for VFR.
The AAIB has recommended stricter monitoring, scrutiny of licensing and immediate improvements in landing and weather facilities at smaller airports. The investigation is ongoing, data from the cockpit voice recorder will be extracted with the help of the American NTSB.
The incident raises questions about the safety of small airstrips, prompting calls for comprehensive reforms.
