Aam Aadmi Party MP Raghav Chaddha has brought attention to significant issues faced by prepaid mobile users during a session in the Rajya Sabha. He highlighted that out of 1.25 billion mobile users in India, a staggering 90% rely on prepaid plans. Chaddha expressed two primary concerns regarding these plans. Firstly, he pointed out that when a prepaid balance runs out, not only outgoing calls are halted, but incoming calls are also blocked.
'Blocking Incoming Calls is Unjust'
Chaddha emphasized that while it may be reasonable to stop outgoing calls when the balance is depleted, halting incoming calls is unjust. This situation leaves users unable to receive important communications, such as OTPs, which can be crucial in emergencies.
He elaborated that a mobile number has evolved into a vital digital identity, essential for various services including banking, UPI transactions, train ticket confirmations, and even personal communications from family members. All these services are disrupted simply because a user forgot to recharge their account.
'Infringing on Communication Rights'
According to Chaddha, the cessation of incoming calls is not merely a service interruption; it infringes upon the fundamental right to communicate. He drew parallels to other essential services, stating that just as an Aadhaar card remains valid regardless of updates, a mobile number should not be deactivated due to a lack of recharge.
Chaddha's Proposals
Raghav Chaddha clarified that he is not advocating for free outgoing calls or data but is seeking assurance for incoming call services. He presented three key demands:
1. Prepaid mobile users should have uninterrupted incoming calls and SMS for a minimum of one year.
2. A mobile number should only be deactivated after three years of inactivity.
3. Telecom providers should offer plans that allow incoming calls only.
