New PAN Card Application Rules: A major change regarding PAN card regulations is set to take effect starting April 1, 2026. The Common Services Centres (CSC)—an initiative operating under the government—has released information regarding this development. According to the new rules, simply providing an Aadhaar card will no longer suffice to apply for a new PAN card or to make modifications to an existing one; applicants will now be required to submit additional supporting documents as well. Let’s take a closer look at these changes:



What Has Changed?
It is noteworthy that, until now, individuals could apply for a PAN card solely by submitting their Aadhaar card, which also served as proof of their date of birth. However, this facility will cease to be available after March 31, 2026. Starting April 1, when submitting an application, you will be required to furnish documents such as a birth certificate, Voter ID, Class 10th marksheet, passport, driving license, or an affidavit issued by a magistrate.


Another significant change concerns the name listed on the card. Under the new regulations, the name displayed on the PAN card must exactly match the name recorded in the Aadhaar database. If there is a discrepancy between the names listed on the two documents, only the name appearing on the Aadhaar card will be considered valid for the PAN card. Therefore, it is essential that you ensure your Aadhaar details are accurate and up-to-date in advance.


Furthermore, new application forms for PAN cards will be introduced. The older forms will no longer be considered valid after April 1, 2026. This means that whether you intend to apply for a new PAN card or update an existing one, you will be required to fill out the new application form.


The Income Tax Department has also released a draft of the new rules, proposing amendments to certain regulations concerning the usage of PAN cards. The threshold for mandatorily quoting a PAN when buying or selling property has now been raised from ₹10 lakh to ₹20 lakh. Similarly, a PAN card will now be required for the purchase of a vehicle only if the transaction value exceeds ₹5 lakh.


The regulations regarding expenditure incurred at hotels have also changed. Previously, quoting a PAN was mandatory for expenses exceeding ₹50,000; this threshold has now been raised to ₹1 lakh.


Given these upcoming changes, if you are planning to apply for a PAN card, doing so before March 31, 2026, may prove to be a simpler and more convenient option for you.
