Rajya Sabha member and Aam Aadmi Party (AAP) spokesperson Raghav Chadha raised an important issue in the House on 23 March 2026. The issue focuses on the daily data expiry system implemented by telecom companies in India. Chadha mentioned in his social media post that currently recharge plans from most major telecom operators have a daily data limit of 1.5GB to 3GB, which resets every 24 hours. He said that if users do not use the entire data, it will not be rolled over or refunded. Let us see the solution suggested by him.

Raghav Chaddha’s statement

Taking to social media platform They say that unused data expires at midnight, even if the entire pack has already been paid for.

For example, if someone took a 2GB plan and used only 1.5GB, the remaining 0.5GB disappears. There is no refund or rollover available for this, which is as per the policy of the plan. He believes that it is necessary to make full use of the data, otherwise after midnight it is lost forever. This is true of current mobile data.

Solutions for using leftover data

Data rollover facility

All telecom companies should provide rollover of unused data. This means that the data remaining at the end of the day must be added to the next day’s daily data limit. Instead of eliminating it, it should be allowed to be used the next day.

Data adjustment in next month’s recharge

If a user is not consistently utilizing his/her data in full, he/she should get the option to adjust the remaining data value in the next month’s recharge. This prevents users from repeatedly paying for capacity they are not actually using.

Data transfer facility

The remaining data should be treated as the user’s digital assets. Users should have the right to transfer data beyond their daily data limit to others, just as they transfer money to other individuals.
