8th Pay Commission Latest Update: The National Council-Joint Consultative Machinery (NC-JCM), in its joint memorandum sent to the 8th Pay Commission, has proposed a huge increase in the minimum salary of central government employees, gratuity equivalent to one month’s salary and other benefits. NC-JCM is the apex body for negotiations between the Central Government (employer) and Central employees.
According to the report of NDTV Profit, this organization has proposed to the 8th Pay Commission to keep the fitment factor at 3.833. Due to this, the minimum salary in the 7th Pay Commission may increase from Rs 18,000 to Rs 69,000.
Fitment factor is a multiplier used by the Pay Commission to revise the salary based on factors like cost of living and inflation, which is applied on the existing basic pay to calculate the new salary. The NC-JCM also proposed 6 per cent annual salary hike, two increments on promotion (subject to a minimum gain of Rs 10,000), etc. If this change is implemented, it will directly impact 50 lakh central government employees and 65 lakh pensioners.
Due to application of fitment factor, salary increment is uniform at all levels. For example, 7th pay commission Under this, a fitment factor of 2.57 was used in the pay revision. The entry level basic pay under the 6th Pay Commission was Rs 7,000, which when multiplied by this factor, brought the minimum salary under the 7th Pay Commission to Rs 18,000.
There are a total of 18 levels in the pay matrix, including higher levels for senior government officials. Along with basic salary, employees also get HRA, provident fund and other benefits. The National Federation of Postal Organizations has requested the government to merge 58 percent dearness allowance with the basic pay and provide interim relief from the same date.

Minister of State for Finance Pankaj Chaudhary had told Parliament in March that the 8th Pay Commission will give its recommendations on salaries, allowances, pensions and other benefits of central government employees.
