Bhopal. Many important decisions were taken in the cabinet meeting held at the Ministry on June 22 under the chairmanship of Madhya Pradesh Chief Minister Dr. Mohan Yadav. The Council of Ministers approved Rs 1,740 crore 57 lakh to continue the operation of Mukhyamantri Kanya Vivah Sahayata Yojana and Kalyani Marriage Assistance Scheme for the next five years from April 1, 2026.

Chief Minister Kanya Vivah Sahayata Yojana is being operated in the state since 2006. Under this scheme, financial assistance of Rs 55 thousand per beneficiary is provided for the mass marriage of marriageable girls, widows and abandoned people from poor, needy, destitute and economically weak families.
During the financial year 2021-22 to 2025-26, assistance amounting to more than Rs 989 crore 80 lakh 62 thousand was provided to 1 lakh 72 thousand 905 beneficiaries under the scheme. This scheme is playing an important role in the social and economic empowerment of women. Besides, it is also proving helpful in ensuring the legal marriage age through mass marriage.
With the aim of increasing the educational access and quality of education of students in the state, the Cabinet gave in-principle approval to the proposal to upgrade government secondary schools to high schools and high schools to higher secondary schools.
According to the approved plan, 75 secondary schools will be converted into high schools and 100 high schools will be converted into higher secondary schools in the year 2026-27. Similarly, in the years 2027-28 and 2028-29, 75 secondary schools and 100 high schools will be upgraded every year.
An estimated expenditure proposal of Rs 635 crore 24 lakh has also been approved for the School Upgradation Scheme. Keeping in mind the goal of Developed Madhya Pradesh@2047, a target has been set to achieve 100 percent gross enrollment rate by the year 2029.
According to government data, the need for 315 new high schools and 214 higher secondary schools has been identified in the state. This requirement will be decided on the basis of district level mapping, population and U-DICE data. There will be no upgradation of schools in the catchment area of Sandipani schools.
At present the gross enrollment rate in the state is 75 percent at the high school level and 55 percent at the higher secondary level. The infection rate has been recorded at 77 percent in classes 8 to 9 and 68 percent in classes 10 to 11. The government believes that long distance to schools affects students' enrollment and regular attendance, thereby increasing the dropout rate. This decision has been taken to overcome this problem.
The Cabinet has approved new conditions for the scheme to provide short-term crop loans to farmers at zero percent interest rate. Under the new system, instead of setting separate due dates for Kharif and Rabi seasons, an annual single loan limit will be imposed. In this, separate sub-limits for cash and goods loans will be prescribed.
According to the scheme, a period of 12 months from the date of first withdrawal of loan by the farmers will be considered as the due date of the loan. Farmers taking short-term crop loans will be given 1.25 percent normal interest subsidy, while farmers who repay the loan within the stipulated time limit will also get 4 percent additional incentive interest subsidy.
This scheme is implemented in the state from the year 2012-13. Under this, no interest is charged from farmers who make timely payments on short-term crop loans up to Rs 3 lakh. Loans are provided to farmers at zero percent interest through interest subsidies from the state government and the central government.
