The Yogi government of Uttar Pradesh has taken a historic decision to provide employment to the youth of the state in India and abroad. The cabinet meeting gave the green light to set up the ‘Uttar Pradesh Employment Mission’. Through this mission, the state government has set a target of providing employment to one lakh youth in the private sector and 25-30 thousand youth abroad in a year.


Meanwhile, the Uttar Pradesh Outsourced Service Corporation (UPCOS) has been approved for establishment. It will be established under the Companies Act. All appointments made by this corporation, proposed by Chief Minister Yogi Adityanath, will fully comply with the provisions of reservation for SC, ST, OBC, EWS, women, Divyangjan and Ex-Servicemen.


Chief Minister Yogi Adityanath has approved the establishment of Uttar Pradesh Outsourced Service Corporation (UPCOS). This corporation will be established under the Companies Act. In all appointments made by this corporation proposed by Chief Minister Yogi Adityanath, the provisions of reservation for SC, ST, OBC, EWS, women, Divyangjan and ex-servicemen will be fully followed. The Chief Minister has also spoken about giving priority to destitute, divorced and abandoned women.


On this occasion, Chief Minister Yogi Adityanath said that this corporation will work for the labor rights, wages and social security of lakhs of outsourcing employees in the state. The aim of this corporation is to bring transparency in the administrative system and instill confidence in the stability among the outsourcing employees.


In this regard, a press release issued by the government has said that a board of directors and a director general will be appointed under the chairmanship of the Chief Secretary. Committees will also be formed at all divisional and district levels. For this, the agencies will be selected through the Gem portal. Which will be for a minimum of three years. Also, it will be ensured that the currently working employees do not face any problem. They will get weightage based on experience in the selection process.


Agencies are selected in different ways.


The Chief Minister said that currently, outsourcing agencies are selected in different ways. Due to which salaries are often not received on time. He said that many complaints are received about salary deductions, non-availability of EPF/ESI benefits, lack of transparency and harassment. The establishment of this corporation will improve this system. The Chief Minister directed that the salaries of all outsourcing employees should be sent directly to their bank accounts by the 5th of every month. Along with this, the EPF and ESI amount should also be deposited on time. The employees should also get all the benefits allowed by EPF, ESIC and banks.


Action taken if rules are violated


The Chief Minister clarified that the Corporation should be kept in the role of a regulatory body monitoring the functioning of the agencies and blacklisting, sanctions, fines and legal action will be ensured in case of violation of rules. The Chief Minister also directed that no outsourcing services should be resorted to for regular posts.


No one will be dismissed from service.


After selection, no employee should be removed from service without the recommendation of a competent officer of the concerned department. The Chief Minister said that the state government is committed to ensuring the dignity, security and social justice of every employee. Uttar Pradesh Outsourced Services Corporation will add a new chapter of transparency and accountability in the administrative system of the state. This will not only benefit lakhs of outsourcing workers in the state but will also increase administrative efficiency.
