Preparations to implement Uniform Civil Code (UCC) in Madhya Pradesh have intensified. In this series, the high level committee constituted by the state government has submitted the final report of UCC to Chief Minister Dr. Mohan Yadav on Monday, July 13. The Chief Minister thanked all the members of the committee for preparing the report within the stipulated time.
Let us tell you that the final report of UCC submitted to Chief Minister Dr. Mohan Yadav has been prepared in three sections. Talking about the first section, it contains reports of recommendations made regarding UCC. In this, suggestions have been given after analyzing international, national laws and various laws and practices of the state. There are total 10 chapters in this part.
Talking about the second section, the draft bill of UCC has been prepared. Which includes 4 parts, 404 sections and 7 schedules. The report of the bill proposed by the committee has been prepared in view of the laws and rules prevalent in Madhya Pradesh. Apart from this, details of suggestions received from the public are given in the third section. In which there are details of the extensive public consultation conducted by the committee at the district level, state level and through the website.
Let us inform that the committee had received more than 9.58 lakh consultations. Their question-wise, gender-wise and community-wise analysis is included in this section. The committee has recommended keeping Scheduled Tribes out of the Uniform Civil Code.
Let us tell you that the high level committee constituted by the state government was entrusted with the responsibility of studying the prevailing arrangements to various personal and family matters, such as marriage, divorce, maintenance, inheritance, adoption and live-in relationships. The Committee has prepared the final report of the UCC keeping in mind the basic premise of ensuring gender equality, leaving diverse ritual practices unaffected, respecting prevailing customs and traditions and working in accordance with constitutional provisions and public policy.
Expressed gratitude to the chairperson of this high level committee constituted by CM Mohan Yadav to prepare the UCC report, retired judge of the Supreme Court, Justice Ranjana Prakash Desai, committee member and senior advisor Shatrughan Singh and member Anoop Nair. However he could not attend due to personal reasons.
Now this final report of UCC has been sent to the Law Department. After the examination of the bill and the process of the Senior Secretary Committee, the bill will be presented in the meeting of the Council of Ministers. After getting approval from the Council of Ministers meeting, it is likely to be tabled in the Assembly in the monsoon session itself.
The Hindi name of UCC is Uniform Civil Code which means the same uniform law applicable to all citizens of the country irrespective of religion, caste or gender in matters like marriage, divorce, division of property and child adoption. Currently, different religions in India have their own personal laws, such as Hindu Marriage Act or Muslim Personal Law. When UCC is implemented there will be only one common law for all religions.
