Chandigarh: Haryana chief minister Nayab Singh Saini on Friday said a govt grievance would not be treated as genuinely resolved merely because an officer had submitted a disposal report. The complainant must confirm that the problem has actually been addressed, he said while reviewing development works, civic amenities and grievance redressal in Gurgaon.
Saini said govt was using a parallel monitoring mechanism to track citizens’ complaints and obtain feedback on whether problems had been resolved on the ground. In some cases, the CM said, he personally spoke to complainants to understand their concerns and subsequently took up the matter with officials.
“Closing a file is not redressal. Relief to the citizen and confirmation from the citizen is,” the CM said, underlining that complaints would be re-examined if citizens reported that the problem persisted despite an official disposal report.
Saini directed officials to adopt a proactive approach and identify civic problems before they escalate. Negligence would invite action and responsibility would be fixed, he said.
The CM also said the ground-level performance of officers in Gurgaon would be reflected in their annual confidential reports (ACRs). He said officials would be assessed not merely on work done from offices but on visible results on the ground.
Referring to a case involving improper operation of a sewage treatment plant by a builder in Gurgaon, Saini said the concerned regional officers of the Haryana State Pollution Control Board had been suspended for negligence.
The CM also ordered action against vehicles allegedly bringing waste from Delhi and dumping it in Gurgaon. Such vehicles would be seized and heavy fines imposed, he said, stressing that the city’s cleanliness and environment could not be compromised.
Among the decisions taken at the meeting, govt will develop zone-wise areas for ready-mix concrete (RMC) operations in Gurgaon to regulate construction-related activities.
The CM also announced plans to strengthen the city’s water supply system. The foundation stone for a 69.585-km underground pressurised pipeline from Kakroi Head to the Basai Water Treatment Plant will be laid in January. The project, estimated to cost Rs 1,993.59 crore, is scheduled to be completed within 30 months.
Calling Gurgaon the backbone of Haryana’s economic and industrial activity, Saini said there could be no neglect of civic infrastructure in the city. He added that similar attention must be given to Faridabad and other cities contributing significantly to the state’s economy and revenue.
He said the objective of the review was not merely to take decisions but to ensure that their impact was visible on the ground.
