Important changes like relaxation in GST rules, life certificate for pensioners, extended deadline for filing ITR and new charges on PNB credit card are important. Apart from this, the new system of FASTag local pass will also be implemented. Know what effect these changes in November will have on the common people.

Tezzbuzz Desk- As the month of October ends, many financial changes are going to emerge in the beginning of November. These can have an impact on common consumers, vehicle owners, pensioners and taxpayers. While some changes are expected to provide relief to businessmen, credit card users will have to be mindful of the new charges. The prices of LPG cylinders and rates of other petroleum products will also be monitored like every month.

Relief to businessmen from changes in GST rules

According to the government notification issued on October 26, there is a plan to relax some rules to Goods and Services Tax i.e. GST from November 1. This includes rules to discounts given after sales. Apart from this, there are also preparations to speed up the process of provisional refund for businessmen facing inverted duty structure. These measures were announced in the budget for financial year 2026-27.

Will keep an eye on LPG cylinder prices

Oil companies review LPG cylinder prices on the 1st of every month. Changes in commercial cylinder prices may impact hotels, restaurants and other commercial establishments. However, till October 29, there was no official announcement of LPG price change for November 1, 2026. In such a situation, consumers should get information about the latest prices before booking the cylinder.

Life certificate necessary for pensioners

Government pensioners have to submit life certificate every year for continuation of pension. Pensioners below 80 years of age can complete this process from November 1, while for pensioners of 80 years of age or above, this facility is available from October 1. The usual last date for submission of life certificate is 30th November. If the certificate is not submitted within the stipulated time, the payment of pension can be stopped temporarily.

Additional time for audited taxpayers to file ITR

Income Tax Return

The Income Tax Department has extended the last date for filing income tax returns for assessment year 2026-27 from October 31 to November 21, 2026 for eligible taxpayers coming under audit. This relief is only for the respective eligible categories of taxpayers. This should not be considered as an extension in the deadline for filing ITR for all taxpayers.

Waiting on reforms to disability pension

The Union Cabinet has approved changes in the scope of disability pension assistance. These include reducing the minimum limit of disability from 80 percent to 40 percent and removing the minimum age requirement for eligibility. Under the proposed system, central assistance of Rs 375 per month has been provided to eligible beneficiaries below 80 years of age and Rs 625 per month to beneficiaries of 80 years of age and above. However, these changes are unlikely to be implemented from November 1 as the revised operational guidelines have not been released.

New charges for PNB credit card users

Punjab National Bank i.e. PNB will change the charges of credit card services from November 1. Under the new fee structure, a fee of Rs 99 will be charged for requests to redeem reward points on eligible Visa and RuPay credit cards. Utility bill payments exceeding Rs 50,000 in a billing cycle will be charged 1 per cent of the total amount. This fee can be up to a maximum of Rs 2,000 per transaction. The bank has also made changes in the charges to cash withdrawal and late payment. Applicable GST will be charged separately. In such a situation, cardholders should see the revised fee list of their card.

New system of FASTag local pass

An important change to FASTag is also proposed for vehicle owners. The nationwide FASTag annual pass is priced at Rs 3,075 in FY 2026-27. This is valid for eligible non-commercial vehicles for one year or till 200 toll crossings, whichever is earlier. This facility is applicable at toll plazas on select national highways and national expressways.

Apart from this, it has been informed that the new system of local FASTag pass will be available from November 1, 2026. Under this, people living within a radius of 20 kilometers from any toll plaza on the National Highway will get the facility to buy annual local pass. Its fee will be Rs 1,500 for toll plazas located outside the municipal limits and Rs 3,000 for toll plazas located within the municipal limits.

This pass will be valid only at the toll plaza for which it will be issued. It cannot be used at other toll plazas. This pass will not be applicable for certain special toll facilities, such as plazas with closed toll collection systems or where alternative routes are available.

Overall, these changes taking place in early November may impact business, tax compliance, pensions and expenses to road travel. It is important for consumers and vehicle owners to confirm the rules based on official information from the concerned departments and banks.
